Barbara English, Vice President of English-El Enterprises, LLC is an expert in the government acquisition arena. She is a proven executive leader in contracting, government procurement policy, and federal small business programs. Her savvy is without parallel as she has over 36 years of experience in awarding government contracts.
Barbara started her career as a contract specialist in 1975 and ascended through the ranks on the fast track to become the Defense Contract Management Agency’s Director, Small Business Programs. Prior to her retirement in 2007 she had the distinction of having unlimited contract signing authority. She was responsible for facilitating, monitoring, and providing insight into activities aimed at increasing the participation of small business concerns.
Barbara graduated from Virginia Commonwealth University in 1980, with a B.S. degree in Business Administration. She matriculated to prestigious George Washington University to earn her M.B.A with a concentration in Procurement and Contracting in 1983.
Barbara’s current affiliations include being the National Partner with Women in Public Policy (WIPP) and Advisory Board Member for the Florida 8(a) Alliance. Barbara is a nationally recognized speaker on federal contracting topics. She enjoys speaking to small businesses on effective strategies to win government contracts.
Barbara has one adorable daughter. She is following her dreams living in Jacksonville, Florida where she is actively involved with her church and local community outreach.
C.E. English-El, President of English-El Enterprises, LLC (EEE) founded the company in 2004 as a coaching and well-being entity. Since then it has grown to become a general management consulting organization specializing in coaching, training and IT services.
EEE is now a Florida-based, 8(a) certified, VA certified service disabled, veteran owned, HUBZone certified small business.
“Ce” is a disabled veteran of the Vietnam War where he served in the Air Force as an air traffic controller. He has a Bachelor of Social Work degree from the University of the District of Columbia and a Master of Arts in Education and Human Development from The George Washington University. He is a licensed, master’s prepared coach with over 25 years professional experience.
He has one fantastic daughter, two great sons, and one outstanding grandson. He is a lifetime member of Disabled Veterans of America and Vietnam Veterans of America.
